Mr. Proctor then went to the bank and returned with
the receipts for the two cheque books from which counter-
foils were missing and the receipts were found to be for the full number of the cheques.
Mr. King D.C.I., was then sent for and took charge
of the case.
On Mr. Black's instruction, Mr. Tsang On Wing and
Mr. Cheung Man Kun made a search in the waste paper at
the Treasury and found the cover (cut away where it
projected beyond the counterfoils) of cheque books series
K
K
6 236201 to 6 236800, on which the last mentioned
figures had been altered to 236770 and initialled (initial undecipherable) and portions of the like cover of book
K
series 6 238601

6 239200 on which the last mentioned
figures had been altered to 239170. This alteration
did not purport to be initialled.
Mr. Tsang's desk was searched and nothing of a
compromising nature was found.
The handwriting in the body of the cheques bore a striking resemblance to that of Mr. Tsang On Wing, but
when shown the cheques on the afternoon of the 18th January, he denied that it was his.
Mr. Tsang On Wing was detained by the Police on the
strength of the similarity in the handwriting in the
body of the cheques and of his having had the custody
of the books from which the cheques were missing and
having failed to report that the cheques were missing.
Mr. Cheung Man Kun was also detained by the Police.
On the following day Mr. Tsang was asked if he would
care to make any statement to account for the missing
cheques, and made a statement which he signed.
